Most people brew in 5 gallon increments. 
About four to six pounds of dry malt, 5 gallons of water, one package of brewing yeast (3-7[g]) and 2 - 3 ounces of hops. 
This makes ~ 4 - 4 1/2 gallons

To make a gallon batch for a begginer:
Use about 1lb of malt, 1 gallon of water, 1 to 2 grams of yeast and a 2/3 of an oz of hops.

To make in a small batch - use about 4 oz of malt, 1 liter of water a pinch of yeast and a pinch of hops. 
But it will be very temperature sensitive. Stick with bigger batches.
